What you will do
You will act as Domain Delivery Lead within a major digital transformation programme, guiding several agile teams towards a shared vision and ensuring alignment between business priorities and delivery. Your role is to lead through influence, clarity and trust rather than control, creating the conditions for teams to deliver value.
Your responsibilities include:
- Federate multiple agile squads around a common vision and objectives, ensuring alignment between business and team priorities
- Create the conditions for autonomy: set a clear framework, empower teams to make decisions, and support their growth in maturity through servant leadership
- Develop the overall planning with the teams, coordinate dependencies between them, and arbitrate priorities transparently
- Facilitate domain rituals such as inter-team synchronisations, reviews and retrospectives, and promote the sharing of good practices and learning
- Identify and remove obstacles that slow teams down, facilitating collaboration with other teams, the business and IT
- Coach and develop people, give and receive feedback, and maintain a culture of trust, transparency and continuous improvement
- Manage project change requests in consultation with stakeholders
- Report regularly on project progress to the relevant bodies, with transparency on risks and difficulties
- Escalate significant changes or problems that exceed acceptable tolerance thresholds correctly and in time
- Ensure follow-up with suppliers by involving them as true partners
- Manage the budget

- Stakeholder management: skill in navigating a complex public ecosystem (cabinets, directorates-general, external partners) and reconciling sometimes divergent interests

- DevOps tooling: advanced mastery of Azure DevOps (work item hierarchies, Delivery Plans, dependencies, reporting); understanding of CI/CD pipelines and branching strategies
- Security, compliance and resilience: NIS2, GDPR in the public sector, particularly for biometric data, non-functional requirements (RPO/RTO, retention, logging) and formalised risk acceptance
- Data and migration: understanding data flows to the data platform (CDC, ETL) and managing data migration as a distinct workstream
Nice to have: knowledge of large-scale European IT systems, biometric integration, observability and enterprise architecture frameworks; basic knowledge of KQL or OData to extract monitoring data.
Profile and experience

- Excellent analytical, synthesis and problem-solving skills, able to identify risks, dependencies and improvement levers
- Able to coordinate multiple teams and foster effective collaboration between IT teams, business stakeholders and other actors
