What you will do
You will guide a large-scale agile transformation within a complex IT department, working across six key areas:
Agile maturity assessment and organisational analysis
- Conduct maturity assessments within the IT department and relevant transformation domains
- Analyse current ways of working, IT governance, collaboration with architecture, security and portfolio management
- Identify strengths, gaps, risks and priority improvement areas
- Challenge existing agile practices using external expertise, best practices and proven agile principles
- Deliver an agile maturity assessment report with prioritised recommendations and a concrete action plan
Transformation strategy and roadmap
- Translate digital strategy into concrete IT transformation initiatives with clear objectives and priorities
- Work with management, agile coaches and stakeholders to define the desired future state
- Support strategic choices and prioritisation within the transformation
- Identify dependencies, risks and conditions for successful implementation
- Deliver a supported and prioritised transformation roadmap with clear milestones for short, medium and long term
Operating model and agile governance
- Support the design of a future-oriented operating model for the IT department
- Advise on roles, responsibilities, decision structures and collaboration models
- Translate agile principles into workable IT governance
- Ensure coherence between teams, management, portfolio, governance and strategic objectives
- Deliver a clear target operating model, agile governance framework and defined decision rights
KPIs, metrics and success criteria
- Define IT-specific KPIs, metrics and maturity indicators for the agile way of working and broader transformation
- Establish how progress, maturity, impact and value can be tracked transparently
- Support management and agile coaches in interpreting and using metrics for continuous improvement
- Deliver a concrete OKR/KPI and metrics framework with measurable indicators
Coaching and mentoring the agile coaching team
- Coach and mentor the agile coaching team to strengthen their competencies
- Develop skills in organisational change, stakeholder management, management coaching, change management, systems thinking and agile transformation
- Support agile coaches with complex coaching and transformation challenges
- Introduce new methodologies, insights and best practices
- Further develop the autonomy of the agile coaching team through structural knowledge transfer
Management coaching and agile leadership
- Guide and challenge IT management and leaders on agile leadership
- Support the evolution from traditional management patterns to leadership that enables autonomy, transparency and continuous improvement
- Facilitate workshops with management to increase insight into their role within the digital transformation
- Deliver clear leadership principles and desired behaviours that support the agile way of working
What we are looking for
Essential experience and expertise
- Demonstrable expertise in Agile and Lean with extensive experience guiding agile transformations within complex organisations
- Expert-level experience in agile coaching and mentoring of IT teams, agile coaches and management
- Expert-level experience in change management within organisational and technological transformation contexts
- Expert-level facilitation techniques for teams, management and multidisciplinary stakeholders
- Confirmed experience in agile transformation within large IT organisations
- Confirmed experience with agile governance and decision-making within IT
- Confirmed experience conducting agile maturity assessments at team, management and organisational level
- Confirmed experience with metrics, KPIs, OKRs and maturity indicators
- Confirmed experience with organisational design and scaling within complex IT organisations
- Confirmed experience with agile tooling for planning, collaboration, tracking and reporting

The setting
This is a freelance assignment for 13 months, starting in October 2026.
The location is Brussels, with hybrid working arrangements.
You will work within a Belgian public-sector organisation undergoing a significant IT transformation.
